เลขอัตโนมัติสำหรับบุคคลที่ไม่มีเลข 13 หลัก ระบบจะสร้างเลขอัตโนมัติขึ้นตามนี้ เพื่อป้องกันโอกาสที่จะเกิดเลขซ้ำซ้อนขึ้น 

    if this returns auto, then we make up people_id for the system.
