This adds support for custom boosts to the addressit-style search
queries. The newer libpostal based queries do not include this
functionality since they can only query for addresses.
This is a work in progress to enable customizing boosts for sources and
layers.
For now, the config must be hardcoded in query/autocomplete.js, but it
will eventually be driven by `pelias.json` and take effect on all
endpoints.
This is a somewhat roundabout fix to #1179,
as a way to deal with the persistent npm ls
and commit hook troubles we were dealing with
due to dependencies of the iso3166 package.
Additionally it should give us a faster
definition of these ISO lookups, since the
existing approaches were implemented using
linear scans through an array rather than
map-based lookups.

The Quattroshapes source has been deprecated from
some time now, and any users for whom the deprecation
notice was helpful have presumably either upgraded
or moved on by now.
Adds a controller, service (which could probably be made more generic and share with pointinpolygon), and predicates for determining when placeholder should be called.
This also renames `is_pip_service_enabled.js` to `is_service_enabled.js` since it's generic. If placeholder returns a non-empty response then `res.data` is populated, otherwise `res.data` is not populated, allowing fallback to existing production behavior.
